There is an interesting book on this by Blair Worden, called Literature And Politics In Cromwellian England, where Milton, after being rabidly pro-regicide and pro-Cromwell is shown to have buyer's remorse when he saw Cromwell turned out to be yet another egotistical tyrant. It's well written and unpacks Milton's changing beliefs through the lens of his work.
